I have a question regarding IEP goals. On an IEP in NH do the goals, by law, have to have steps outlined at to how they will be met as well as who will provide them. For example, my daughter FINALLY has an IEP after seven years of fighting the school system. The have stated as a goal that she will improve her ability to read and understand social situations, yet there are no steps listed to insure this and nothing listed under evidence of progress. It also states under Special Education/Related Services that she is entitled to Individual Counseling and under how many hours per week it states "as needed". My second question concerns these issues. If the school states improving her ability to read and understand social situations as a goal on her IEP, are they not then obligated to provide services to help her achieve this goal? Wouldn't that mean social skills training? If the school does not provide that within the school, are they not then obligated to contract out to someone who can? I really need to know the answers to these questions before I sign an IEP for her. I don't want to be adversarial with the school, but stating this as a goal on her IEP with no outline as to how to achieve it, who will administer it or a way to track progress seems wrong.
