3year old Special needs child on bus with older kids

My 3 year old daughter just started a Special needs prechool in our public school system..

She is on a small bus with kids age 7-10 years old and I'm trying to find out the laws on this. My daughter is speech delayed and I feel like no 3 year should have to ride with kids that much older.. Do they have laws on stuff like this?
